WMS and Postgis (and eventually WFS) Dialogs: move the "save" and "load" buttons to the top of the window

Description
The "save" and "load" buttons have all to do with the management of the connections, which controls are at the top of the dialogs.
the same buttons at the bottom of the dialogs make many users mistakenly click on "load" because it seems like "load layer".
