The PDF manual is growing along the QGIS versions, and is becoming long to download for low bandwidth connections.
The idea is to make a new version of the manual, available as multiple HTML pages. The user will pick up the index and look for a specific section without needing to download all the manual. It can also be possible to allow comments at the bottom of each page, like PostgreSQL manual does. The comments will belong to each version of QGIS.
