Use on a covering polygon (or empty inverted polygon) layer. Apply blending mode like "burn" or "screen", maybe with some opacity adjustments. This will simulate the old "thick" TV, or CRT screen door effect. Play with SVG size, blending mode and opacity for varying effects.
